To elaborate a bit on how ultra parsley drops work - like the commenter above you explained, UKP aren't guaranteed to drop a seed on elder. The nice thing though is that they have a pretty good chance to drop a seed on mature harvests, meaning that your plants will multiply, as if you wilt-revive properly they will never die and continue dropping seeds.
